If you would prefer not to pay the Fee, it is possible to purchase tickets at the theatre in person, where it will not apply. By confirming your online booking, you agree to pay the Fee, in addition to the price payable for tickets.

Discount Tuesdays benefits will apply when purchasing through Fandango or Atom Tickets.

Regal Crown Club and Unlimited members receive a second bucket refill free on the same day of refill purchase with valid receipt. Regal Crown Club and Regal Unlimited members will earn credits for original purchases and paid refills.

Probably because it was the lowest grossing day of the week (and this likely goes back to people renting a new video release on a Tuesday instead of going to the theater) so they lowered the prices that day to get people to come.
